California Employment Training Panel Grants (ETP)

As one of the oldest incentives (1982) in California’s history, the California Employment Training Panel (ETP) provides cash funding to businesses that enhance the skills of their workforce through the training of their employees. Through its ETP training grants, California is able to fulfill its mission of job retention and growth by reimbursing the cost of employer-driven training of new and incumbent workers.

Today, California budgets approximately $100,000,000 for this incentive program. Businesses of all sizes and from all industries are welcome as ETP training contracts can range between $50,000 to almost $1,000,000. The types of trainings that can qualify include:

  • Business Skills
  • Commercial Skills
  • Computer Skills
  • Continuous Improvement Skills
  • Green/Clean Skills
  • Hazardous Materials Skills
  • Management Skills
  • Manufacturing Skills
  • Literacy Skills
  • Computer Skills

These trainings can be delivered to employees through: on-site trainings, off-site trainings and computer-based trainings (including instructor led distance learning). These qualified trainings can be provided to employees by their co-workers or through independent third-party instructors.

Here at CALincentives, our team of ETP experts is led by Leslie McBride. In 2012, Leslie received a gubernatorial appointment to the Governor’s Office of Business and Economic Development where she served as Deputy Director of Business and Investment Services. During this time, Leslie sat on the ETP Panel Board which consists of eight members—with three of the eight being appointed by the Governor. Leslie has literally reviewed and approved millions of dollars in ETP training grants on behalf of California. Her invaluable experience is now directed at helping and representing our clients to ETP awards.
